$3,000 Grant Rebate for those who lower home energy consumption by 20%

President Obama unveiled his HOMESTAR program Tuesday, a plan that would provide rebates of up to $3,000 to U.S. homeowners who make their homes more energy efficient.

Obama said that the HOMESTAR program would create jobs and enable U.S. homeowners to receive rebates of up to $3,000 when they make energy efficient adjustments to their homes.

The President unveiled two tiers of rebates: The Silver Star rebate would give 50 percent rebates up to $1,500 to consumers who make upgrades to their homes such as insulation, duct sealing and work to windows and doors. The $3,000 Gold Star rebates would be available to consumers who undergo a complete retrofit of their homes that result in a 20 percent drop in their home energy consumption.
